I can confirm that Visual Studio 2005 is what you should use for native code compiling (something we HIGHLY recommend). There is reference to this in the MicroStation SDK ReadMe BTW, this topic has come up before, and in addition to the information Jon provided, there is a pretty good discussion regarding it in this thread.
