Meanwhile, have you tried CIS/2 format? This can be exported directly from STAAD, and maybe imported into Frameworks.
The only other option I can think of would be to generate an IFC file form the .ism.dgn repository and import the IFC file into Frameworks, but that would not allow any round tripping and probably some reduced fidelity.

The reason for not using CIS/2 is that I need to export concrete sections, not only steel sections.
I'l try your suggestion on IFC file. We'll see....
I wonder if there is any file-translator that could help to transform the ism.dgn file into a DGN for Frameworks.
