The INACTIVE MEMBER command is load case dependent. This means, those members are treated as inactive only for the load cases that immediately follow that command and prior to the PERFORM ANALYSIS-CHANGE command. Once the program reads the CHANGE command, all inactive members are restored. So, for any subsequent load cases, they are not INACTIVE unless you re-specify them using a new INACTIVE MEMBER command.

My point is this. You say that those members end up with forces and a steel design ratio. What is the load case number for which those non-zero values are being reported? Can you check and make sure that those members have been declared as INACTIVE for those cases?
