The Be Communities Forums are here to provide help. The Programming Forum is no different. Just as the MicroStation Forum does not provide a free CAD service, neither does the Programming Forum provide a free software development service.
Bentley Systems provide example with the MicroStation SDK. If you can't find what you want in those examples, then it's up to you to think.
The MDL and MicroStationAPI libraries are enormous. It's unlikely that any one has experience of every API. It's impossible that someone has used every available function.
Write some code. Ask why it doesn't work. Ask if there is a better way to solve a problem. But don't ask for free software.
